Ratified by Law No. 3238, the main decision making body of the system is the Defence Industry Executive Committee (SSIK). Chaired by the President, the Committee consists of Vice President, Minister of Treasury and Finance, Minister of the Interior, Minister of National Defence, Minister of Industry and Technology, Chief of General Staff, Secretary of Defence Industry.
SSIK is set to:
- Take decisions in line with the general strategy and principles determined for the development of the defence industry,
- Take decisions on the production and, if necessary the procurement of modern weapons, vehicles and equipment from abroad, for the Turkish Armed Forces in accordance with the Strategic Target Plan and for the Gendarmerie General Command, Coast Guard Command and the Directorate General of Security in accordance with the security priorities of the Ministry of Interior.
- Investigate, direct and follow up the plans for the establishment of defence-oriented production facilities by the public and private sectors with the contribution of foreign capital and technology, and to take principle decisions for the participation of the State in the establishment of such facilities when necessary,
- Instruct the Secretariat of Defence Industries on the research and development of modern weapons, tools and equipment to be provided, prototype production, advance payments, long-term orders and other financial and economic incentives,
- Take decisions on export of defence industry products and offset trade and mutual trade,
- Ensure coordination among the institutions related to the defence industry,
- Determine the principles of use of the Defence Industry Support Fund.
- Determine the amount of training support to be provided from the Fund in order to improve the human resources in the field of defence industry and to take decisions on the payments to be made to the personnel.
